    Mechanical engineer with over 30 years of experience leading engineering and interface management for large-scale energy and industrial projects worldwide. He has held senior roles across major developments, including YASREF in Saudi Arabia, Petrozuata in Venezuela, and refining programs with Phillips 66 and Marathon Petroleum. Becerra also serves as the owner of Excel Ingenieros Consultores LLC, specializing in the design and fabrication of pressure vessels and heat exchangers. He most recently has led engineering and interface efforts on major refinery and energy infrastructure projects in the United States and the Middle East, including developments in Texas and NEOM Industrial City.

    Michael E. Moran is a Washington, DC — based senior geopolitical, economic, and public policy advisor with more than two decades of experience across state and federal government, global financial institutions, and public affairs. He previously served as Deputy Secretary of Commerce and Trade for the Commonwealth of Virginia, where he advised on investment and growth strategy across life sciences, defense technology, shipbuilding, advanced manufacturing, and semiconductors. Michael also led U.S. Government and Public Affairs at Deutsche Bank and served as Head of U.S. Public Policy at Credit Suisse, advising senior leadership on policy strategy, regulatory risk, reputation, and stakeholder engagement. He began his public policy career in the U.S. Senate and currently serves as Major in the U.S. Army Reserve, supporting CENTCOM and AFRICOM mission sets. Michael holds an MBA from The George Washngton University, a graduate certificate from UCLA, and a bachelor’s degree from the University of Wyoming, and speaks both German and Japanese.
